Can the taxpayer get both auto expense and public transportation as deductions when calculating future income for their Offer?

Yes, provided they are needed for the health and welfare of the individual or family, or for the production of income. Note, the public transportation expense would likely be based on their actual expenses (rather than automatically allowing the standard, as the IRS would do in cases where the taxpayer has no vehicle).
