If you file a deferred Offer, and the offer is rejected, do you still need to make periodic payments while you wait for your Appeals hearing?

No you do not. Once the Offer is rejected and you file your Appeal the taxpayer does not need to continue making the periodic payments until the Appeal is heard, and a decision is made. If the Appeals Officer ultimately accepts the Offer, then the payments would resume until the Offer is paid.
