Does the government have to prove the exact amount of tax owed?
Not for a criminal prosecution. They only have to prove that a tax deficiency existed and that it was substantial (in most circuits). The IRS may just utilize the restitution order from the criminal charge as the basis for a civil assessment of tax, or it may choose to audit the client itself and determine the tax owed, which may or may not match the criminal charge.
