What does it mean for a lien to be “choate”?

A lien is considered \”choate\” when it is fully perfected and legally enforceable,meaning it is attached to specific property, the identity of the debtor is known, and the amount owed is established. A choate lien has priority over competing claims that are not yet choate, but it may still be subject to earlier-filed liens depending on the timing and nature of those claims.
