What do you do if the client expects me to do this work as part of their tax preparation?

You should have an engagement letter for your tax return preparation. Unless it expressly states you agree to resolve any tax debt they have, it is not part of a tax return preparation fee. This is a separate engagement, and is a specialized service, and therefore requires a specialized fee.
Remember, the client is (supposedly) an adult. They are always free to read up on Offers over the weekend and handle their own matter. If they do not want to do that, but instead want to make it your problem, they need to pay for that privilege.
