If spouses are separated and both have housing expenses can they claim both of their housing expenses for calculating their Offer?

It depends. There is no clear-cut rule, but our experience is that if the taxpayers have filed separation/divorce proceedings the IRS is likely to allow it. If they simply have two households and are living apart without any legal moves, then the expenses of the second residence are unlikely to be allowed.
